Not sure what you meant by two small borders. Is this like this:
1. I selected entire picture: Select > All, or Ctrl-A
2. Edit > Stroke. Select the color (yellow in this example), Location Inside.
3. Edit > Stroke. This time brown and stroke width one-half the size of the first stroke.
If you want the border outside the picture you will first expand the canvas size.
If you want to preserve the original picture you can do the strokes on separate blank layers. That way you can also later change the border colors with a Hue/Saturation adjust or other methods.
