PDF is not the native file format supported by Word. You need the add-in to save the file as PDF.
The addin get automatically installed with Acrobat however for 2007 office you can get the addin from

Be aware that the microsoft plug-in is their's and not the Adobe plug-in. To do the conversion with an Adobe product, you have to install Acrobat.
