difficulty in importing jpg into organiser

I am trying to import some jpg files into organiser from a windows folders. What turns up in organiser is a thumbnail (there is no image) for each photo. Properties indicate that it is the correct jpg. I can open the file in Elements.

There is something about the files that is causing the problem. Moving the file to another folder makes no difference. ANy ideas
