I've downloaded Premiere Elements. When I open the program and try to start a new project I get the 'accept conditions' diolog box. I check accept and the same box just keeps reappearing. Help?

I'm using Windows 7 and it's Premiere Elements 11. It is licenced for two copies. I've installed the first on a laptop and it works fine. ON the second laptop is where I'm having difficulties. I do know this laptop (HP G64 I think) seems to have an integrated graphics processor rather than a dedicated video card and I wonder if this might be part of the problem? Although It seems that I should be able to father into the program before I get an a warning saying the hardware is not correct.
I’m actually not using this computer so don’t have it in front of me. I’m not sure I know how to post a screenshot. Sorry. What is the EULA? End User Licensing Agreement? If so, then yes, this is where I’m stuck. The select ‘accept’ and then after a few second the same EULA window reappears. This just repeats.
