Hey, would you say this video effect is done in editing or while shooting?

 

The zoom in effect at 22secs and 28 secs

    Looks like in camera with some subtle speed changes. If so, it's on a pretty cool camera rig. Anyone else?

    Definitely a camera dolly, likely on a rig or steadicam

    and it looks like a bit of fish-eye or wide angle lens

    for the slightly exaggerated perspective.

    Agreed. That is not a zoom and could not be done exactly the same way in editing. That's not so say you can't zoom if you are shooting 1080p for example and editing as though it were 720p. But that did not happen here.
