Where are the NewBlue Motion Effects in Premiere Elements 11?

The online documentation (http://help.adobe.com/en_US/premiereelements/using/WS4B8135DA-083C-42e b-B09E-65070ECBC889.html#WS1D818A17-5724-47f1-9DF6-37981661B1EE) for Premiere Elements 11 advertises the NewBlue Motion Effects pack along with the other NewBlue effects, but in my installation (Win7 x64) I only have Art Effects, Cartoonr and Film Look.

 

Half an hour of Googling hasn't given me any answers. Does anybody know how to install/enable the motion effects?
