Reducing overall length while maintaining certain pixel sizes

I have an image that is 912px long and 1px high

 

 

There is 1px of green at each end and the the rest is white.

 

 

I need it to be 150px long 1px high in total.

 

 

2px of green (one at each end) and 148px of white in the middle.

 

 

How do I do it?

    forget the original image.

     

    Create a new document that is 150px wide x 1px high

     

    Zoom in until it fills the screen. You should see square grid at that zoom level.

    Make sure the move tool is selected (v) hold down the space bar and drag the document to one end of the it.

    Use the pencil tool, set the width of it to 1px and the color to green.

    Click once

    Make sure the move tool is selected (v) hold down the space bar and drag the document to the other end of the it.

    Click once
