When upgrading software, can I switch from Premiere Pro to Elements? If so, is Elements set up using similar menus and tools? Can Elements create short videos for broadcasting on tv and the web?
Premiere pro is the product for professional video editing and Elements is designed for consumer video editing.

For full Broadcast work, PrPro would be the choice. Same for Multi-Camera editing. It allows one much more control over the various Effects, such as Color Correctors.
PrPro CS 6 is only available for 64-bit, where PrE is available in either 32, or 64-bit OS's.
