Photoshop "All Tools" panel gives error #2032

When I installed and tried to run Mike Wickham's "All Tools" panel, Photoshop opens a panel with the error:

Load panel xml error Error #2032

Anyone know how to get the "All Tools" panel working? (I hate pop-up tool menus; I want to see all of them, none hidden)

It seems there are more problems than that with the panel.

At least on windows 8 x64 and cs6 13.01, the panel won't even install, either getting via the adobe exchange panel or downloaded from the classic exchange

What version of photoshop and operating system are you using?

You might download configurator 3.1 and make your own all tools panel:
