on my site I have downloadable PDF links like the one near the bottom of this page (link says "download the full 34-page report") where users can click to download a PDF file:

What I'd rather do is have the PDF display within a page on my site. Maybe within an iframe. Not sure how to implement it. How can I display a PDF so users don't have to leave my page? They can scroll and page through the PDF right on my page.

PDFs are media. Everybody handles media in their own way based on their software, browser preferences, plugins, etc...
I would deeply resent having a 34 page document launch inside an iframe. Chances are it would crash my browser. Much better for me & my system to save PDFs to hard disk first and launch independently in stand alone Acrobat Pro.
The best practice is to give people a direct link and allow them to decide for themselves how best to handle the file.

I'm generally in agreement that it's best to link to PDF files, but there are other options if that is your preference:
