Instructions followed but can't move layer into file.

I was successful in following tutorial instructions to move one file into another, but one day later, I cannot drag a new file from the active window into another file.  Have I inadvertenty changed some setting?  What can I be doing wrong?

    You can copy one image onto another to form a layer, but the title of question is moving a layer into a file.  So maybe you can clearify the question a little more.

    Can you provide a URL to that tutorial, so that we can see the instructions, and hopefully anticipate the outcome?
