FileReference and copy to new directory

Is it possible to use FileReference to allow a user to browse and select an image and copy it to a different directory?

 

Preferrably without having to rewrite the file with a JPGEncoder or the like.

 

Being as I cannot get the full path of the file from FileReference, what are the options here?
