For some reason all I get are icons.
If your question is about seeing thumbnails when using File / Open in Elements and browsing to the raw file to open, then the answer is that PSEE is using an operating system function to browse the folder for files and the operating system doesn’t have the required codec to view Nikon D3100 files.
In other words Elements is using an operating system function when doing File / Open, even though you initiated the File / Open from Elements.
So the solution is to install something that lets you view raw files in the operating system.
Camera manufacturers make raw codecs for their cameras, so you could search Nikon for that.
Microsoft makes a camera codec bundle for Windows that works with specific cameras:

Some of us actually buy an image viewer codec pack because it supports a wide variety of image files types, not just camera raw files:

Or, another solution is to import the photos into the PSE Organizer, and then browse/open them from there. If you are using the Organizer, then you probably shouldn't be using File->Open in the Editor.

You're doing work to organize things in the Organizer, and then you don't make use of that work, and you avoid the Organizer.
Not a productive use of time, in my opinion.
Also, edits of RAW photos using Adobe Camera Raw can only be viewed in the Organizer. If you try to view these edited RAW photos using your operating system (which includes File->Open from the Editor), you will ONLY see the un-edited photo.
