I burn video files on to dvds. I always key NTSC widescreen. Sometimes, the image fills the tv screen. Most of the time however, there is a 2" wide black border around the image, between the image and the edge of the tv screen. How do I get the image to fill the tv screen?

Thank you for responding to my problem. I'm afraid the reading didn't help. All of my 20 files were created with the same camera, the same project settings, the same equipment, etc. But when I burned each of them to their own dvd disc, a few of the programs filled the frame on the tv down the hall. Most however, have a 2" black border around the image. It makes no sense to me.

Remember that how your video fits your frame is a combination of your Project Settings and your Publish & Share preset. Both must be set correctly.
Without knowing any specifics about what camcorders you're shooting your video with, which Project Settings your project is using and which specific Publish & Share options you've chosen, it's impossible to give any specific instructions.
But if you've used Premiere Elements 11's Add Media tools to get your video from your camcorder to your project, your Project Settings should be automatic. So it's just a matter of selecting the correct Publish & Share setting.
You two are assuming you are dealing with the same situation since you're getting the same results -- but that may or may not be true. There are variables that you have not addressed.
Steve-- Hi. I appreciate your looking into my situation. I'm the guy who had the problems with the AVI files a couple of weeks ago. I understand the concern for the project settings and the publish and share settings. I have burned 20 dvd's of different programs that I have cut together--all shot with the same camera (Canon HF R10,) all cut with the same project settings and all dvds burned with the same publish and share settings. What I don't understand is why, when I play the dvds, some of them fill the tv screen but the majority of them play with a 2" wide black border around the image.

Also, the difference between Standard 4:3 and Widescreen 16:9 is the PAR (Pixel Aspect Ratio) of the footage. SD (Standard Def) Video uses non-square pixels, to create the "look" of the Video. For NTSC, Standard 4:3 will have pixels that are PAR=0.9, so they are more narrow, while Widescreen 16:9 will have a PAR=1.2, hence, wider, than they are tall. The PAR is noted in the file by a "flag," and it is possible that Premiere is missing that flag for some files. One can check that on each "problem file" in the Project Panel. If the flag has been missed, then one can use Interpret Footage, to correct that PAR.
Ususally, a missed flag will be specific to particular Source Footage, and not just certain files from the same camera, but still, depending on exactly how the files are generated by the camera, some flags might be picked up, while some missed. If that is the cause, then Interpret Footage should handle the missed flag nicely.
If the program is missing the Widescreen 16:9 PAR flag, there will be black bars on the sides, thus Pillarboxed, and the objects will appear squeezed.
However, there is another consideration, especially if using a BD player and a recent HD TV, and that is the setting, telling the TV how to handle SD footage. This is usually handled in the TV's Menu. Also, some players allow one to adjust settings for non-HD (High Def) footage, but it's usually a setting in the TV itself, just as Neale points out.
