I tried to resolve this issue by myself and using google but nothing happens and that's why I'm here

So what I have:
The PR launched successfully but if I add any video from my gopro 2 (720p@60fps) and try to play it without any effects I will got frozen video after 2-3 sec of watching and ~90% of frames are lost.
What I did:

The GPUSniffer.exe displayed only my HD Graphics 4000 and can't see Radeon HD 7730M - so I think this is the key to solve the problem.
Also the driver package from Dell web doesn't contain ATI panel where I can find the Switchable Graphics Method

Neither your Radeon nor your Intel graphics will let you use the hardware accelerated Mercury Playback Engine. However, that is not the issue in your case. The H.264 codec used in your GoPro footage is almost entirely dependent upon the CPU to decode it. Plus, footage from the newer GoPro cameras is being reported as giving Pr CS6 serious playback problems.
I don't think there is a solution available to you other than to transcode your GoPro footage into another format and codec before editing. Since you're on Windows, I recommend either Lagarith or UT AVI files, and some people have good results with MXF OP1a using AVC-I 100 as the codec. You can batch convert your video using the Adobe Media Encoder.

I know that the Mercury Playback Engine is not supported by my cards but I want just normal preview without lags.
I also tested the same video on my old PC with GT 8400 512mb - and all looks good - preview was nice without any lags.

I don't think it's the Radeon per se. I think it's the combination of the Radeon and the Intel graphics that's a factor. Try disabling the Intel graphics in BIOS or through Device Manager and see if your playback improves.
