My buttons are randomly disappearing when exported to an interactive PDF

I'm trying to create an interactive PDF with a side nav bar. All of the buttons are placed on the master page so they will show up on any page set to that master page, however when I export it to a PDF they only show up sporadically. Sometimes only one or two buttons will show up, sometimes there are none.

Here is my work space showing the master page and all the buttons on the side set up.

Here is the first page of the PDF and it seems everything shows up just fine on page one...

But here is a page down lower in the presentation and you can see no buttons show up. The only reason that employee survey bar is there is because it is a separate box placed on that page.

 

So where do the buttons go and why do they disappear?

    Select your invisible button(s) InDesign, then click on Window > Interactive > Buttons and Forms and check that "Hidden Until Triggered" is not ticked. If this didn't work with you try this trick:

    Place buttons with no stroke or fill above your original shape and don't convert your shape to button and your button will be already transparent.

    You could be dealing with either corrupt InDesign preferences, or a corrupt document.

     

    To restore your InDesign preferences, follow these directions:
