Where have you got your site folder located on your computer?

Have you set up WAMP, XAMPP or MAMP?

Is the site folder located within the htdocs folder of one of the above?

Have you defined the testing server correctly in Dreamweaver?

If you don't have anything setup, where is the database?  Is it on your machine? On a remote host?

By default most hosts disallow remote connections.  Can you confirm with your host that you have setup mySQL to allow remote connections from your IP address?

Also, just an FYI, DW typicaly looks for the testing server database first which are the programs osgood mentioned.  It's never advised to perform testing on live data.

You can't.  DW connects to the database server.  If it's not allowed, export your database, install WAMP/MAMP/XAMPP as suggested and import the data.  Then we can help you setup a testing server so DW can connect.

Ok, you said you had some data setup on the remote server.  Were you able to backup the database from the remote server?
