    Try this:

    1. Go to File>new>blank file, enter width & height, resolution 300px/in, background color to suit. This will be your canvas.
    2. Open the bar code JPEG, and drag it from the photobin to the work area
    3. Get the magic  wand tool out of the toolbox. On the tool's option bar, uncheck contiguous. Click on a white area on the bar code, and hit delete on the keyboard.
    4. Press CTRL+D to get rid of the marching ants
    5. Use the move tool to position the bar code

Open the barcode JPEG, go to Image menu>Image>Resize>Image size.

Please read  the document size, and report the height and width in inches, and the resolution in px/in.

Do nothing else, just cancel the operation.

Will advise futher once this information is at hand.
