Hit states of buttons swapping with playback

In creating an animation in Flash Professional CS5 on Windows 7 I have multiple buttons. Each button was created with a different hit state but when the animation is played the hit state of the buttons (in this case text) swaps. It changes each time the animation is played and the button it swaps with does not have to be one in close proximity for it to swap. The buttons where not created with HTML code but where created by inserting a new symbol and drawing each state. Has anyone had a similar problem, or is aware of why the problem exists?

    click control>enable simple buttons.

     

    in the ide, find a frame/button where you think the hit state is not correct.  double click that button (to go to symbol editing mode) > click the hit frame of the button.  are the objects in that frame different than the ones you created?
