Ironically, I am watching a Lynda tutorial on RWD in dreamweaver and I can not move my divs around the way the narrator says to.
I get the resize/move handles, but nothing moves or resizes!
also, I had start new row checked, but successive divs appear to be "grouped" to the previous ones.
any suggestions? I'm sure it's some dumb beginner thing I'm either doing or not doing.
Without a live page or code to see, we really can't answer. It's too much guesswork. Lynda.com is really good about explaining floats and positioning (at least they were four years ago when I did the CS4 courses).
Can you double-check to ensure that the version the 'instructor' on Lynda.com is using matches that of what you're using? There were some changes that were made to Fluid Grid layouts in progressive updates to Dreamweaver. 12.0 version of DW was different to 12.2, for example.
Your FluidGrid Layout must contain a valid document type declaration (HTML5 for example).
Because of the way Fluid Grid Layouts work, you must build your Mobile layout first. Everything else is based on that primary layout scheme. Then build Tablet. Finally build Desktop.
All Divs must be inside the .gridContainer. See screenshot:

I have not explored the Lynda.com tuts on Fluid Grids. I don't know how up to date they are. Have a look at these Adobe Tutorials.
