Try to reset preferences for editor. Here's how:
This will rebuild the file.
Relaunch the Editor and check is it working or not.

Your answer merely refers me to the procedure which i have alresdy reported did not work. It is circular - puts me right back where I started. Is there another way to reestablish the corrupted settings?
Try the below
Navigate to the folder containing the TWAIN plug-in:
hyadav: Thank you, thank you, thank you! Renaming the TWAIN file did the trick. I can now edit. It also worked for Windows 8 running Photoshop 7 on a different computer.
