I like the Decontaminate Color feature and use it a lot, but sometimes it seems to "decontaminate" too much in some areas, and not enough in others. Here is a nice video on using Quick Select Tool and some of the features in the Refine Edge (Mask) dialog:

Also, a word of advice, I would be more judicious using the term "Bug" when posting, when you really mean to say that a command, tool or feature was acting in an unexpected manner. I'm sure the Photoshop Enginneers who frequent this forum would appreciate that! :)
Now THAT looks like a bug! I certainly see it here as well.
Have you filed a report? Looks like Decontaminate Color is influenced by View Percent. Way to late to address in CS6. Maybe Adobe has some rational for it, but I'm very surprised that view percentage should have any effect on any command.
I posted a description of the behavior on Photoshop.com (Adobe's OTHER Photoshop user forum) in the "Problem" section. Adobe no longer has a dedicated bug report page. So, hopefully someone from Adobe will see it here or there and comment. You can go to Photoshp.com and navigate to Problems and click on the button near my post to indicate you have same problem. That will make it more visible to Quality Engineers who monitor posts there.
