I´m new to Premier Elements and new to this forum.
I have videos captured with mobile phone Nokia 808 Pureview and MediaInfo is giving me the following details of the file:
Video: 20Mbps, 1920*1080 (16:9) at 29,360fps, AVC (Container profile=High@0.4)(High@L4.0)(CABAC / 1 Ref Frames)
Audio: 128Kbps, 48.0 KHz, 2 channels, AAC (LC)
Clips play nicely without any issues in all media player application on my PC.
They import to timeline without any problems but the video and audio are out of sync. The content of the videos are live music so the sync issue is easily visible. Clips are about 15min and the audio gets more out of sync toward the end of the clip.
I have tried to edit the video and publish (save) it in Elements in many formats but I always end up having this sync problem also in the output video.

You MAY have the same variable frame rate problem as an iphone... even if not, reading is free
Iphone won't edit easily because it uses a variable frame rate
