Organizer and Editor launch after computer restart. But, after exit the program, only Organizer will re-launch- Editor won't. The PSE Editor PROCESS continues to run in the Task Manager even AFTER I close the Editor. - and ONLY if I END the Process in Task Manager ( or re-start the computer) will the Editor then launch. Did a clean install. Problem continues.
Tried quitting with Alt+F4, Ctrl + Q, "Close" (red X). Still Editor will not re-launch. Reset preferences. Tried to launch from ProgramData (x86)- PS Editor.exe, tried with Norton Internet Security OFF. Tried to reset ThumbDataBase.db3 in ProgramData/Adobe/PhotoshopElements/11.0/ ,even tried to use CSCleanerTool.html to remove Adobe Application Manager- all to no avail. Basically- if I shut down or quit PSE Editor, it will NOT RE-Launch unless I either restart my computer OR END PhotoshopElementsEditor.exe PROCESS in the Task Manager. I thought initially this was because of the AAM update. Not sure now. Any further thoughts as to why the Editor process is not quitting when the Application closes???

Also can you enhance the performance from tips here http://blogs.adobe.com/pselements/tips-to-enhance-photoshop-elements-p erformance/. Might be a low memory issue when editing and not qutting properly after some editing. Just trying to explore what might be causing this.

Have you installed or are using any third party plugin with PSE 11. In that case try removing it and check if it works fine. You can also skip loading of any third party plugin during launch (http://blogs.adobe.com/pselements/skip-loading-of-optional-and-third-p arty-plug-ins-in-photoshop-elements-editor/)
Are you also using any network printer or scanner or any printer or scanner if locally.
SOLVED BY CORRECTING PERMISSIONS!!! Suggestion from Adobe chat response Mr. Halid : Program Data (x86)/Adobe/Photoshop Elements 11/PhotoshopElementsEditor.exe/ RT click/properties/compatibility/ try to change compatibility mode: Run as Windows XP3-- but that did not work - Editor would not launch at all.
Tried :Run as Administrator/ : That alone did not work - so also added" change permissions for "all users": (Click :"change settings for all users"/then Click on next window: Run as Administrator). That worked for Editor- but the Welcome screen would not now work and PSE 11 would not launch. SO:
Then went to Program Data (x86) /Adobe /and made the same changes to PSE 11.exe and PSE 11 Organizer.exe.
At this moment Editor and Organizer launch and exit and re-launch and are working normally!! No more persistent running Processes. Thank you for all your suggestions and help.
