I wish to move photoshop 4 from windows 7 to windows 8...are there any issues I should be aware of?
If your HDD is over 1 TB, chances are 4 won't work. That's all I can add.
If you have Photoshop 4, you are eligible for Photoshop v9 aka Photoshop CS2 at no cost and with far more features.

Chris Cox might have been referring to just the activated CS only, but I get the impression from that discussion that a license holder of "all versions" prior to CS2 could legally download and use CS2.
