Check you Photoshop preferences.   Use menu Edit>Preferences>Performance make sure use graphic processor is checked then click the Advance button. In the advance setting window use the pulldown to set advance mode and also check OpenCL.

Open CL is strictly a feature of the video card/driver.  It is a little flakey as even users with same card see it work sometimes and not at others.

Probably a feature of the driver updates also.  ATI has been struggling, but seems like the catalyst 13.4 is finally there.  Always get your updates from manufactor not MS updater.  Of course if on mac you are at mercy of Apple.

If your on windows are you running the 32bit or 64bit version of Photoshop.exe.  From you setting I can not tell for your system only has 1.5GB of ram.  OpenCL is 64 bit only.. The OpenCL  option will be grayed out if your running the 32 bit version of Photoshop like your Advance setting show. In Photoshop use menu Help>About Photoshop.  Does it show Version 13.0.1 x64  or Version 13.0.1 x32????

Perhaps its a Windows 8, Photoshop, device driver problem then Adobe CS6 Requirement state see Windows 8 FAQ for more information but fail to state where they may be found..
