When I try and sync my application settings, I always get an error message saying 'sync settings failed - can't connect to creative cloud'. However, I am signed in to the creative cloud application manager (sitting in my task bar, saying I am signed in) and there is nothing wrong with my internet connection. Why can't my photoshop sync my settings?
I followed the browser link but was already signed in. I signed out of https://creative.adobe.com/ and signed back in, closed photoshop and reopened it. Tried to sync my settings but just got the same message as before: 'sync settings failed - can't connect to creative cloud'.
I am on a team license, and other team members in the company can sync their settings, but not me for some unknown reason.
The team license itself shouldn't be problematic, but if the application was installed and registered with an account different than yours (and then changed over to your AdobeID account) that might be causing an issue.
Can you try quiting Ps, then browsing to the settings directory. Move the complete directory to your desktop, then relaunch Ps?
OSX: Users/[user name]/Library/Preferences/Adobe Photoshop CC Settings
Win: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop CC/Adobe Photoshop CC Settings

I installed all of the apps myself using my ID and the creative cloud app manager. CS4 existed on my pc before I installed CC, I'm not sure who that was registered under (I'm assuming the company, not me).
I tried what you said, (quit PS, moved the specified folder to the desktop, launch PS) and I noticed it created a new settings folder for me. When I launched PS, it said it could import CS4 settings in for me. I clicked yes, and got my old actions and tool presets in. However when I tried to sync my settings, it gave me the same error message.
So I repeated the process, cleared my settings folder all over again, relaunched PS and clicked 'no' when it wanted me to import my old CS4 settings. Then I created a new tool preset in my blank slate of settings, and tried the sync all over again.
