How do I get my photos into layers?

It's probably a stupid question but I can't find out how to get photos from the Photo Bin into layers. It's probably something simple but for three days I've been hunting and I guess I keep missing it. I'm on Photoshop Elements 11.

    Assuming you're in Expert mode, the way I do it:

     

    Open two (or more) files. Switch to the image you want to drag on over to the other image. Click the Move Tool. Press Ctrl + J (Option + J on Mac? Can't remember offhand) to promote the background as a layer. Take this layer by clicking in the workspace and dragging over to the other image's title and hovering over there for a second. While still holding the mouse button down, hover over the destination image and release.

     

    You can then close the other image and repeat as necessary.
