I have a video clip, about 15 seconds [+/-] I would like to Title instead of using a template.
Just cannot figure out how?

Although you did not say in this post, I believe that you are using Premiere Elements 11 Mac. Is that correct?
How much into Titles do you want to get (putting aside the Title Templates)?
Have you seen the Adobe Tech documents on the topic?
I have also done 3 blog posts relating to the Premiere Elements Titler
Please review. If you want a simple Title over one of your Timeline's pictures (with or without a fade in out), I can give you an abridged version step by step for just that.
Yes it did, I am now trying to figure out for the title to stay on the clip for a longer time! I have not found a "time stretch just for the fonts to stay up, I don't want to stretch the clip itself as there is movement of objects which need to remain as is...
I got everything else under control believe it or not!

OK, that should be easy.
Place the Title over the area of Video, where you wish it to display, say on Video Track 2. Then, click+drag on the Tail of that Title, to extend its Duration. I find it easier, if I also have the Info Panel open, to see the exact Duration.
A Title, like any Still Image, will come into the Project at the Durations set in Edit>Preferences>Still Duration. If you know that you will be doing many Titles, and will want a different Duration, go to Edit>Preferences and make that change.
