Do you have the Language Specific Font Settings set in the HTML Conversion Settings dialog?

In the Create PDF from web page dialog click on the Settings... button and then under Conversion Settings click the Settings button again then choose the language.

If the HTML page doesn't specificy the encoding, you may want to select that as well in this dialog.

Can you provide a web page link that demonstrates the behavior?

A web link would help. In addition, try printing to the Adobe PDF printer with the Print or Press job settings. Then open the PDF and check the document properties (ctrl-D) under the font tab to see if the font has been embedded. That font table may give the information you need.
