Why do I still get a "Could not load Shockwave Flash." prompt after a successful download?

What is your operating system? (Windows or Mac) (XP, Vista, 7, 8)

What browser do you use? (Internet Explorer, Firefox, Chrome, Opera, Safari)

I have Windows Internet Explorer with  Vista.

You get that message when doing what?

I get that message as a prompt upon opening facebook or trying to play a YouTube video.
