Flash Player for Steam (TF2)

I play on a TF2 server on Steam, and we use many additional mods (radio, !bp, !pc). I cannot run these (exclusion on the price check mod) and my friends tell me i need to redownload flash with MOTD enabled. I am very unexperienced with programs and do not know if i have MOTD enabled. I recently redownloaded it and it allowed me to use these programs, but i later reinstalled it again for speed purposes and it then wouldn't let me use the listed functions.Trying to get it back, i redownloaded it again (11 overall) and it didn't do anyhting. I have gotten tips to download the other browsers version of flash, but when i do it says it can't download without me closing a "gameoverlayui". Again, i am not experienced with this and do not know how to work it, or what that is.
