Dreamweaver CS6 and CC both very slow page rendering under Mavericks compared to 10.8.5
Do you seriously expect an answer to that here?
On serious note I am considering a new Mac Pro (which will be on Mavericks obviously) but if Adobe is slow to act for releasing Mavericks updates it will be a problem. Apparently After Effects does not even launch on Mavericks.

One other thing I am seeing:
I just tested this under 10.8.5 and there is no lag there, nor are documents mysteriously modified when opened.
Note: I have tested this both with and without other Apps or extensions running in Mavericks and 10.8.5
1. I have removed DWCC and re-installed DW CS6 as originally. The self-modifying documents (upon open) have stopped.
2. I have discovered that turning on menuBar Adobe Creative Cloud app is the problem. If this is QUIT then rendering of pages inside DW speeds up, almost to the speed of 10.8.5.
I have spent many, many hours tracking this down...

Am not sure if this is a bug, but if you think so, feel free to file a bug at https://www.adobe.com/cfusion/mmform/index.cfm?name=wishform. And yes, the product team actively monitors bugs reported through this page.
Sorry, but please ignore all previous "solutions". It turns out that doing those things only helps short-term.
The REAL problem appears to be that my iMac Fusion drive's SSD was almost full of data, and was swapping the page from SSD to Hard Disk areas now and then. I deleted some apps and data, to reduce my root volume down to 97GB of contents, and Dreamweaver now renders the pages quickly and reliably (not having to retrieve from hard disk media).
