Selection Tool and Scrubby Zoom [Bug?]

I am using Photoshop CS5.1 on a Windows 7 laptop. Its about 3-4 years old. But this problem has started only recently.

 

Everytime I use the section tool, it will almost always break my scrubby zoom and makes a weird, glitchy looking box. (as shown) Untitled.png

 

It also drops the quality of my images sligtly.

 

Does this have to do with my video card?

    Yes, that is a video card driver bug, or bad VRAM.

    Update your video card driver from the GPU maker's website (not microsoft, not the system builder).

    Sounds like you still have a driver problem.

    Did you update the driver from the GPU maker's website?

    Weird, I haven't heard of problems like that in AMD's recent drivers.

     

    You might need to talk to AMD about other diagnostic tools to figure out what is going wrong with your driver/video card.

    Until you can determine the problem with the driver, you could try setting Photoshop's GPU mode to "Basic", or disabling GPU drawing.

    AMD has a driver wipe.  Might run that and start with the catalyst 13.9
