after upgrade to Mavericks and latest CC, apps won't run - just bounce
However if I sign on as a different user on the same computer the CC apps appear to work

Do you have any plugins installed? Some of them are not compatible with Mavericks. See this thread: http://forums.adobe.com/message/5795495#5795495.
If that's not the problem, then please open the full crash report, find the section on Thread 0, which is the one that crashed, and paste it here--but just the section on Thread 0, not the entire crash report.

That crash data leads me to think the cause of the crash involves the workspace. That, coupled with fact that the app does not crash when you log in as a different user, suggests that clearing your preferences could fix it. To do so, hold Shift+Option while launching.
I'm having the same issue. premiere cc won't open. shift + option doesn't help. Another thread said to change the language and some people noticed a difference. I have not found a setting that helps me. I HAVE WORK TO DO. please help us adobe.
Please go to the following location & move the contents of media core out
You can save the contents on the desktop inside a new folder.
Launch Premiere Pro & see if that helps.
and that was helpful how shooternz? Also as a former builder of PC's or as I always called them PoC "piece of crap" I am very happy being out of the forever cult of windows.
for the record had to upgrade from 2 generations back (don't usually rush to upgrade from apple, MS, nor Adobe) to get cc to run to avoid transcoding several huge projects waited for a week even asked adobe support if there were issues begore the upgrade and I was assured all was well. But regardless don't blame the victim.
