How to raise total RMS to -20 while keeping peaks below -3db

I'm editing an audio book and am having an issue getting my total RMS to -20 while keeping the peaks at or below -3db. 


I've tried normalizing to a smaller db and then matching volume function to -20 total rms.  I've also tried that in reverse, matching volume first then normalizing using many different db levels but no matter what I do, my total rms won't stay at -20 without having peaks in the + 2 range. 


I have 50 chapters to edit so I'd love to find out an automated way to accomplish this without having to spend a week going through manually to adjust the lower or higher frequencies. 


Any suggestions?

    You may have to apply some audio compression/limiting to keep the peaks down whilst keeping the average level up. Set the levels to get your -20dB RMS and then squash the peaks. Normalisation won't do it because it adjusts the overall level. Have you tried the Speech Volume Leveler effect?
