In CSS, url is used to express any background-image you care to use. It can be an image in your site folder or on a server.  It doesn't matter.  Simply browse to the correct folder and image you want to use.  Click on it and hit OK button.  Assuming your site is properly defined, DW will insert the correct code for you.

In DW, click in Design view at the location where you want to use one of these images. Then use Insert > Image > Image, browse to the image folder and double click on the image you want.

    Is that what you mean?

    It's a CSS background: url(images/your_image.jpg)
