I want to take pictures of folks in my church and the publish them in a catalog type document complete with names and addresses. Will Elements help me do this or did I buy the wrong program??

Photoshop Elements is primarily a photo editing program and what you want may not be possible.  however, did you intend to publish these photos to a website?  If so then Dreamweaver may be the right tool for this.  The dreamweaver is a web publishing tool and you may want to ask this question on their forum to see if they can help you out:

    Hope this helps.

How do you want to publish? If in print, any word processing or desktop publishing program would be a better choice than PSE, and for web publishing, a web program.

EDIT The catalog facility in PSE is for keeping track of your photos, not for generating a publishable file.
