I have to redirect a page and my coworker gave me this code from webconfs.com

<.cfheader statuscode="301" statustext="Moved permanently">
<.cfheader name="Location" value=" http://www.new-url.com">

I do not understand and it does not work. Why can't I just use <cflocation url="new-url.com">

What exactly does cfheader do anyway?
