Debugger Option in Flash Player Settings is Disabled (Win2k3)

After installing Flash Player Debugger successfully, the "Debugger" option is grayed out. I walked through an uninstall and reinstall with an Adobe Customer Service agent to verfiy yhat it was done correctly. After doing so the Debugger option is still disabled. How do I get to the debugger settings??

I need to make a change to hopefully make Flex see the Flash debugger per this post: http://therush.wordpress.com/2008/03/11/resolved-flex-builder-3-debugg er-stopped-working/?referer=sphere_related_content/

    Sorry for forgeting the specs.
    Flash Player: 10,0,12,36

    Windows XP Professional Version 2002, SP3

    Occurs in both IE 6.0.2900 AND FF 3.0.5
