Shared files locked at receivers end

I am wanting to use the share features so as a test I've created a pdf in Acrobat 9 on my mac. I checked the security settings on the file and on the mac side before I uploaded it is wide open with everything editable by anyone. I uploaded the file and then share it to another user. The other user downloads it on his Vista system, opens it up with Reader 9 and now the file is locked for comments. What gives? What am I doing wrong? I checked file permissions on the OS side of his vista machine and the file is not locked.

A little more info. I have Acrobat 9 installed on my licensed desktop. I have a macmini on my home network which does not have Acrobat 9 so I installed Reader 9 on that machine. I simply copied the pdf file created in Acrobat 9 to the mini and on the two machines I see the following Document Restrictions:

Policy MacPro(Acrobat 9) MacMini(Reader 9)
Printing Allowed Allowed
Document Assembly Allowed Not Allowed
Content Copying Allowed Allowed
Content Copy for Access Allowed Allowed
Page Extraction Allowed Allowed
Commenting Allowed Not Allowed
Filling of Form Fields Allowed Allowed
Signing Allowed Not Allowed
Creation of Temp. Pg Allowed Not Allowed

On the creation side, it appears to me that everything is open but when the file is opened by Reader it's
obviously got locks on it. Not sure what I'm doing but it is not obvious.

Oh, and if I am in Acrobat 9 and I try to use the menu item to upload the file to my acrobat.com account it starts but then simply hangs. I get the "Application Not Responding" on the icon in the dock and I have to kill Acrobat 9. If I use the acrobat.com.air applet it uploads fine.

Ok, update. Answered my own question. I found the "Extended Features in Adobe Reader..." under the Advance Menu
that enabled this. I know....RTFM but the doc's have LOTS of comments on how to mark an open document but I've yet to find the sentence that says "Oh BTW, you need to go enable this to allow someone to make comments". I'm sure it's in there but it is not obvious. Anyway, I still have the issue with the upload menu as an FYI.
