Cannot Install CS4 IM GOING CRAZY!

Hey everyone,
My problem is as follows: I cannot install any program in the CS4 Design Suite on my computer. This is not an upgrade, this is a fresh install.I know the packages are good because I installed them on my laptop with the same installers and it worked flawlessly.
I've encountered a few different issues, most of which I was able to resolve with a few minutes on google, but now I'm stuck on the same issue.
When I attempt to install, it goes through all of the steps, and once the progress bar reaches 100% it tells me the installation has failed.
The error message I receive is (this is what I get in Dreamweaver, however its essentially the same for all programs):
Adobe Dreamweaver CS4
Error:
Error 1603. Error 1335.The cabinet file 'AdobeDreamweaver10-mul1.cab' required for this installation is corrupt and cannot be used. This could indicate a network error, an error reading from the CD-ROM, or a problem with this package.
Adobe Bridge CS4
Error:
Error 1603. Error 1335.The cabinet file 'AdobeBridge3All1.cab' required for this installation is corrupt and cannot be used. This could indicate a network error, an error reading from the CD-ROM, or a problem with this package.
Adobe Device Central CS4
Error:

Adobe ExtendScript Toolkit CS4

Adobe Extension Manager CS4

I've tried clearing out my temp folder, uninstalling, then using both the Windows Install Clean Up Utility, and the CS4 Clean Up Script. I also installed a newer version of Windows Installer. I see this is a fairly common problem, but no solution I have found in various forums, sites, etc has worked for me. I've done essentially everything I can think of short of reformatting, which I'm not totally opposed to except for the fact I lost my Vista disk a few months ago.
Any help is greatly appreciated.
Ok, try this
Copy the CD to your hard drive
Then try to install
looks like it cannot find the cab files
Also, make sure your CD's are clean

Still nothing. I was able to install it on my laptop first try so I dont think it's the disk.
I should also mention that I tried downloading the trial version from Adobe and that wouldnt install either.
Maybe your CD drive is dirty, it could also be a persmissions issue.
Log into the actual 'Administrator' account, not an account with 'Administrative Priveleges' and see if that does it. Sometimes account permissions can get corrupted.
Nope, I'm the only user on this computer, and I'm able to install other software.
Have you checked for spyware, or any virus that maybe installed?
Sometimes that can be the problem?
I understand that re-formatting maybe an option, but I am still working
on it ok.
Reformatting is a bit extreme; there are lots of less drastic measures to try first.
I've done essentially everything I can think of short of reformatting, which I'm not totally opposed to except for the fact I lost my Vista disk a few months ago.
I honestly find it weird how people always seem to "lose" the install disks on software they paid a good chunk of money for (no offense).... That aside: the most likely cause for your errors is running low on temporary disk space. The archives most definitely are intact, but because some files in them cannot be extracted to the Temp directory, the error ensues. Run CCleaner and do a little housekeeping.

I've still got disks for programs that won't even run any more – Pagemill, Photostyler, Quark, ...

I'm typically pretty good about keeping software discs, but I recently moved and you know how things go with that...and I know reformatting is extreme, but CS4 is essentially my life. I can live without Dreamweaver, but I use Photoshop and Fireworks on a daily basis, as well as almost every other program in the Design Suite.
As far as doing some registry cleanup, I actually had ran Ccleaner late last night prior to the writing of this post as a result of searching around these forums. I'm going to run it again and run through the cleanup script and windows install clean up utility again, and see if I see any different results...my fingers are crossed.
Also I think I should add something odd that I notice happening when I'm trying to install:
I disconnect from the internet per a suggestion I read on here, but when the installer gets to about 95%, right when it says it's installing the actual program (and not Adobe Air, or Adobe Bridge etc) my computer brings up a prompt to connect to the internet via my dialup modem. I'm not sure if this could be whats causing my problem or not....however it seems weird that Adobe Air, Adobe Bridge, Adobe Media player, all install fine but the programs I actually care about wont.
Note: I've tried installing while connected the internet, I just thought I would mention it.

Okay so I uninstalled, used the Windows Installer Clean Up Utility and the CS4 Clean Up Script, as well as manually clearing out my temp folder, and had Ccleaner clear it out and scrub the registry. Still getting the exact same errors I received at the beginning of the post.
Is anything left in the program files?
Or, App Data Files?

The only file left in my temp folder that wont delete is "~DF7930.tmp". Keeps saying I need permission to perform this action.

Ok, can you try doing a system restore?
Before you tried to install CS4
Maybe that will work?
Is your CD ROM Drive in good condition?
If it slows down, or stall during the installation, it will
not be able to read the files
so it will by pass them.....

Okay I'm going to try the system restore, and see if that does the trick.
As far as the CD goes, I dont think that could be the problem seeing as I downloaded the trial and that wouldnt install either.
When you downloaded the trial
Did you save it to your desktop?
Then unpacked it to the C:Drive?

I have not seen it mentioned, so I'll throw it out, though you are probably way ahead of me:
1.) turn OFF all anti-virus, pop-up blocking and spy sweeping software
2.) turn OFF all firewalls
3.) Check that you ARE the Administrator - Many Adobe programs are far more sensitive to this than other software
4.) make sure you have the latest Flash Player (free from Adobe)
5.) X your fingers

Not to my desktop, to my Downloads folder in My Documents, then unzipped to the same location.
Sorry, I should have mentioned that earlier. I have firewalls off, and AVG running with Protect Shield turned off. I am the Administrator for this computer, and I've also tried running the setup with the "Run As Administrator" option from the right click menu.
Ok, but I would unpack to the C:Drive, not My Documents.
It worked for me once
As I had a problem reading a .dll file.
Maybe try that
Make a folder in the C:Drive
Unpack it to there
Then install it....

OK, sounds like you ARE doing things properly.
I assume that you are installing to your C:\ and that you have adequate defragmented free space.

I reverted to a restore point from about a month ago, and it worked.
