circles pattern/brush/plugin/action

im looking to make a circle path identical to the one on the right of this image. the blur and opacity is not a problem i need help with making the circles. does anyone know of a easy way to do this?

Why not just use the elliptical marque tool?  If you want circles hold down the shift key.  Then select the color and use the paint bucket tool.

You could make the circle as a shape layer using the Shape Tool circle (with Shift held for symmetry).

Having it on it's own layer makes it easier to adjust. Afterwards you can flatten the image by merging the layers.
