FM table rows not being properly conditionalized by RH?

I use conditional settings fairly regularly in FM, as I have for many years. Using the same tags, in most places I conditionalize just text; however, in a few places I conditionalize table rows. When I look at the conditionalized parts in RH, in places where I've conditionalized text everything works as expected, but in places where I've conditionalized rows, they're neither marked as conditionalized nor processed as conditionalized.

 

Can anyone shed any light on this?
