Edit > Preferences > Fonts > Code View

Seems to modify the font used for the currently opened file.

Is there a way to make the setting apply to all files in a Dreamweaver Site?

It works for me. Set font preferences for all languages you use in your documents i.e. Unicode, Western European, etc...

Not sure where "all languages" applies to the code view settings.

Are you able to change the font and size in code view on all files?

Documents containing Unicode fonts can be set to one size while documents that use Western European or other fonts can be set to different sizes. This confused me too until I figured it out.
