Not for the uninstaller, no, but there's a Clean Script you might want to look into.
Edit: I suppose I should suggest the generic "turn UAC off before you uninstall," but I don't know what you've already tried.
I was told by Adobe Tech to uninstall all CS4 programs to solve a problem with Premiere Pro. I could not uninstall InDesign. I ran CS4 clean script and reinstalled Premiere Pro. Now both InDesign and Premiere Pro work.
