How do I lock the actions folder in place PSCS5?

The Actions folder keeps floating.  How can I lock it in place?

    Move it to the right-hand edge of the PS application window, keep moving until a blue line appears and it will then "dock" to the edge.

     

    (I assume you mean the Actions Panel.)

    I'd like to add:  It's often helpful to drag the panels by grabbing the little tabs with the panel names on them rather than their borders.

    I'm on a fully patched PS CS5 on Windows Vista and I can't get the layers window or any of the other panels windows to dock.  I move them close to the right side of the window or close to the boundaries in the top toolbar area and it acts a little bit like it is being 'magnetically' attracted to the edge but I never see the blue line surrounding the panel and the panel never appears different after it appears to dock.  Then if I resize the main window I find that it is still floating and remains in position while the main window resizes.

     

    I have tried performing the dock dragging action at moderate and also very slow speeds but nothing seems to work.  I would also expect the vertical scroll bar on the main window to move to the left (of the layers panel) when the dock succeeds but I do not see this occur.  Any ideas or tests I can do to solve this problem?

     

    This is a real drag (if you'll pardon the pun ;-).  Also happens to me on my CS5 Windows XP version.  Once these windows are undocked and become floaters, I've never been able to get them to dock again.  Are there any global settings that might be causing this behavior?  Is there anyway to make them dock?
