Reader Extensions removed after editing form.  When to use Final Reader Extension?

I have a form that has been Reader Extended with Reader Extensions ES2.  The Draft Level was set to 'Final,' but now I need to make changes to the form.  When I open the form in LiveCycle Designer, I get the warning that Reader Extensions will be removed.  I made the changes to the form and then Reader Extended the form again.  The form process count incremented by 1. 

 

I was under the assumption that since the form was already Reader Extended, then it should not be incremented again.  The company I am working for has limited Reader Extension licenses and if always making changes to their forms.  Is this a bug, or how Reader Extensions was designed to work?

 

If my forms are never really final, how should I be using the few Reader Extension licenses that I have?
