CSS Menu problems in all but newer versions of IE

Hi,

   I'm having trouble with a drop-down menu "template" of sorts I've used before without issue, but on this site has a rollover effect that replaces the backgound image with another (as opposed to just filling with a solid color), and it seems to be causing a bit of an issue that I'm hoping someone can help with?

In IE 7-9 it seems to work just fine - but completely falls apart in IE6:

In Firefox and Safari, it functions better, but the "Off" state of the menu bar doesn't appear at all (though the "Rollover" state works as it should):

Any help or suggestions would be greatly appreciated!
