Have you tried right clicking on the toolbar that opens with the document (the one with code / split / design buttons on it), and selecting the standard toolbar there?

What worked for me in Dreamweaver 8 under Vista was:

1. Log in as an administrator.

2. Right-click the Dreamweaver shortcut on the desktop and select "Run as administrator."

3. Create a new document with "File -> New".

4. If the document opens maximized, unmaximize it. This will give the gray dock above the document more space.

5. Right-click on the dock. The selections for the Standard and Document toolbars are no longer grayed out.

It might also work just to select View - Toolbars.

After you re-enable the toolbars under the administrator account, log in to your ordinary user account and launch Dreamweaver normally. The selections for the Standard and Document menus should no longer be grayed out.

I think what is happening is, Dreamweaver stores some of the configuration info for the Standard and Document toolbars under the "Program Files" heirarchy. Your ordinary user account doesn't have write access to "Program Files," which is why the selections are grayed out. Under Vista, even when you are logged in as an administrator you aren't really an administrator and still don't have write access to "Program Files," unless you launch the program by right-clicking on it and selecting "Run as administrator."

Window -> Workspace Layout -> Default

That should be for DW8.  It's been years since I used 8, but I think that's correct.

When you change the workspace, if you right click on one of the toolbars that ARE visible and the menu pops out, is Standard checked?

If you are getting this on a clean install of Dreamweaver, that really is the ultimate evil. Did you perhaps also install any third-party extensions at the same time?

I think it is the nature of a program bug that sometimes a thing that fixes it works, and sometimes it doesn't. That is what happened to me with the "run as Administrator" trick. The Standard toolbar disappeared again after I installed an extension, and the grayed-out syndrome returned. When I tried launching Dreamweaver again using "run as Administrator," this time it didn't work -- the grayed-out thing was still happening.

In my case, what triggered it this second time was installing an extension that placed its toolbar right where the Standard toolbar goes. Somehow that extension managed to disable the Standard toolbar, and even moving that extension's toolbar to a different location didn't help. Disabling and uninstalling the extension also didn't fix it.

It is possible that following the instructions for resetting the configuration at http://kb2.adobe.com/cps/839/cpsid_83912.html would work, but the good news, in my case, is that I don't have to. That is because even though the toolbars are missing and can't be re-enabled for my administrator login, they aren't missing for my ordinary user login, which is the one I use to do all my work. I never enabled the offending extension in the instance of Dreamweaver for my ordinary user login, so the settings for that user account never got messed up.

The only other thing I can offer is that I think I was wrong about extensions being able to rewrite the files in the "\Program Files\" hierarchy. I checked in there after this recurrence of the problem, and the date stamps on those files indicated they hadn't been changed. So the offending extension that turned off the toolbars in the first place must have done it by writing into either the system registry or into the per-user settings in the \\AppData\Roaming\Macromedia\ hierarchy. That is why I think the instructions on that page for resetting the configuration might work for my administrator login this time, even though they didn't work for me before.

The only other thing that I would try is to reinstall it outside the "Program Files" directory. I have a "c:\Programs" directory on my machine and install stuff in there to bypass the Windows security lunacy.

Not a bad idea. I've actually done something similar with some other "key" directories, but the Security on the "Program Files" folder is more valuable than the potential for disaster using an alternate insecure "Programs" directory.

Despite all the security in Win7, I was actually hit with the mother of all Trojans (even WITH antivirus software installed) just three days after installing Win7 on a clean system... (plus Avira Antivirus)... believing (falsely) that Windows' new security features would never allow any program to make changes to my security settings, delete system files, or delete my Restore Points. Yah, right! Yet something did (and I never found out what). I ended up having to reformat and reinstall (unlike XP, there is NO way to fix modified security permissions at the Admin level in Win7. Once that happens, you're toast.)

No OS should EVER allow a program to modify/edit/delete things (like your Restore Points) for ANY reason. Live and learn.

I know this is an old subject, but I'm posting what worked for me for those still using version 8. I had the exact same problem and I had to edit a registry setting to get it to work. For the record, I'm using Windows 7.

First, make sure Dreamweaver isn't running.

In the registry editor, navigate to the following location:

HKEY_CURRENT_USER\Software\Macromedia\Dreamweaver 8\FloaterStates\Toolbars3\Settings1

Look for the string values starting with ToolbarID. Find the one that has a data value of "Standard_Toolbar" and note what the array number is on the string value name (i.e. ToolbarID0 where 0 is the array number.) Mine was 0. Now find the DWord value starting with Visibilityn where n is the array number. For my values, this was Visibility0. Set its data value to 1.

Now start Dreamweaver and open a file so it shows in the editor. See if the toolbar is showing now. Note that the option to show the toolbar will still be grayed out, but it will actually show. If it still doesn't show (like in my instance), close out Dreamweaver and re-open. If not showing still, close the app and repeat the procedure of editing the Visibility DWord by setting it to 0, saving it, and resetting it back to 1. Refresh the registry using F5, then reopen Dreamweaver. Hope this works for you.
